Management

Caroline Obbo serves as the Director of DESOC Consultancy, in-charge of strategic, programmatic and administrative operations. Obbo is a Ugandan national and a lawyer by profession, having obtained a Bachelor in Laws degree from Makerere University and a Master in Laws (Democratic Governance and Rule of Law) at the Ohio Northern University in the United States of America. She attained further training in international law from the International Institute of Human Rights in Strasbourg France.

Obbo’s expertise in conflict, transitional justice, governance and policy is on the backdrop of her academic and professional experience, through which, she has acquired immense knowledge in transitional justice mechanisms and processes, particularly, for new, emerging and fragile states transitioning from an era of war to peace and autocratic regimes to democratic states. More importantly, she understands why, when and how to apply each transitional justice mechanism to fit particular country context and on what grounds these principles maybe inapplicable, best and worst practices implemented globally towards each concept and lessons learnt. Additionally, Obbo is knowledgeable about post-conflict economic development and the critical role that the rule of law can play as a vehicle for national development in the aftermath of war.

She has worked under various donor funded projects including those funded by the United States Agency for International Development, Democratic Governance Facility, UN-Women and United Kingdom Global Challenges Research Fund—to mention the most pertinent. Obbo therefore possesses a strong understanding of development partner’s working methodologies, program tools, procedures and ethics. Correspondingly, she has coordinated projects with components of partnerships with government institutions (particularly the Judiciary) which helped her gain skills in working effectively with administrative officials in the public sector, including, familiarizing with government ethical and operating procedures.
